About Department of Shipping

 The Department has the following subordinate offices under its administrative control: -

 
  The Mercantile Marine Department, Chittagong.  
  The Marine Academy, Chittagong.  
  The Government Shipping Office, Chittagong.  
  The Seaman's Training School, Chittagong.  
  The Mercantile Marine Office, Khulna.  
  Registrar and Surveyor of Inland Ship, Dhaka.  
  Surveyor of Inland Ships, Narayanganj.  
  The Inspectorate of Inland Ships, Dhaka.  

 

 Function

 The Following broad functions are performed by this Department: -

  1. Administration of the Merchant Shipping Act, 1983 and the Inland Shipping Ordinance, 1976 and rules there under, including.

  • Registration and survey of ships and issue of certificate of registry and certificate of survey;

  • Training of Marine officers and Engineers

  • Holding of examinations issue of certificate to Masters, Engineers, etc. and Skippers and second hands of fishing boats.

  • Inspection of ships.

  • Training, employment, discharge, punishment etc. of seaman.

  • Safety of lives and ships at sea and in inland waters and implementation of Rules, Regulations and International Conventions relating to these matters;

  • Implementation of Rules and Regulations relating to dangerous cargo; and

  • Shipping accidents/casualties.

  1. Liaison with International Marine Organization (IMO) and other International organization in connection with shipping.

  2. Development and maintenance of light houses and navigation aids.

  3. Collection of information about arrival and departure of swaging vessels and availability of shipping space destination-wise of export cargo, dissemination of such information  to concerned agencies and compilation of relevant statistics.

  4. Monitoring of I.W.T. vessels (including coaters) connected with carriage of export and import cargoes for synchronizing with arrival and departure of ocean-going ships and for efficient utilization of vessels;

  5. Transport co-ordination with different agencies for removing congestion at port of entry and ensuring speedy up-country movement of cargo;

  6. All matters relating to shipping Conferences.

  7. Matters relating to the permission for acquisition of ocean-going ships in the private sector;

  8. Matters relating to chartering of vessels in respect of bulk cargo by various agencies of the Government;

  9. Freight rates of shipping lines and freight study for the purposes, including Economic Statistics for shipping;

  10. Operational matters pertaining to implementation of shipping agreements;

  11. Space regulation of overseas ships-cargo, reservation cargo consolidation and co-ordination of shippers requirements;

  12. Co-ordination with Shipper's Council and Shipping Lines, Shipping Agents and Shippers;

  13. All technical and operational matters relating to shipping including those of Bangladesh Shipping Corporation which are referred by the Government;

  14. Regulation of routes and cargo in respect of private sector ships;

  15. Implementation of Flag Protection Ordince

  16. Administration of examination under both M.S.O. & I.S.O.

  17. Such other technical, operational and other matters as may be assigned to the Department by the Governmet.
